Judith Tuluka Suminwa has made history by becoming the first woman to hold the office of Prime Minister in the Democratic Republic of Congo.
Her appointment by President Felix Tshisekedi on April 1, 2024, concludes a period of anticipation following his re-election.
The president’s second term began with a search for a majority coalition in the National Assembly, setting the stage for Suminwa’s appointment and the formation of a new government.
Suminwa, in her national address, acknowledged the weight of her new role and committed to working towards the nation’s peace and development.
As Prime Minister, Suminwa takes the helm at a time when the DRC is experiencing economic growth fueled by its copper industry, yet faces ongoing conflicts in the east and challenges in managing its vast mineral resources.
With over two decades of experience in democratic governance, peace consolidation, and security governance, Suminwa brings a wealth of knowledge to her new position.
She has a strong background in public finance, including budget reform and civil service modernization.
Suminwa’s academic pursuits have taken her to several notable institutions. She earned a diploma in HR Management for Developing Countries, specializing in Labour Sciences, from the Université libre de Bruxelles (1996-1997).
Before that, she obtained a Bachelor’s Degree in Financial Management from FUCAM, Belgium (1992-1996), and completed a Graduate program in Accounting at EPFC, Brussels (1990-1992).
Her political career includes serving as the Minister of State for Planning, appointed in March 2023, and as Deputy Coordinator at the Presidential Strategic Monitoring Council.
Suminwa has also made significant contributions to the United Nations Development Programme (UNDP) as a Program Specialist and Coordinator, focusing on governance and budget processes.
Suminwa’s extensive experience and educational background position her as a pioneering leader ready to guide the DRC through its next chapter of governance and development.
